At the February meeing, Tim Robinson of First Shore Federal will be our guest speaker. FSF provides mortgages on manufactured homes in Delaware and have assisted many new and existing homeowners.

DEMHRA: DEMHRA, or the Delaware Manufactured Home Relocation Authority, is a state authority, whose purpose is directed by Delaware Title 25 Chapter 70. They meet with Board members appointed by the various leaders of the State. Meetings are open to the public. Next meeting: 1:30 pm March 12, 2023 This will be a regular board meeting. Rental Assistance
There are times when a homeowner’s household income decreases substantially. The death of a loved one, or some other dramatic change in income. With the passage of Delaware SB317 the lot rent assistance program changed dramatically. Previously it was almost impossible to qualify for this program. Effective July 1st 2022 the program has significantly improved. Under this legislation, a community owner shall provide lot rental assistance to qualified homeowners. Qualifications are as follows:
1. The homeowner must have owned the manufactured home or resided in the home in a manufactured home community for the 5 consecutive years before requesting lot rental assistance.
2. The homeowner must reside full time and exclusively in the manufactured home in the manufactured home community and the manufactured home must be the homeowner’s only residence.
3. A homeowner qualifies for limited lot rental assistance if the total income of the homeowner and all occupants is greater than 40% and below 55% of the county median household income as determined by the US Department of Housing and Urban development.
4. The total assets of the homeowner and all occupants do not exceed $50,000. Total assets means all liquid assets including bank accounts, stocks & and the total amount of excess lien paydowns against the manufactured home during the previous 5 years that exceed the scheduled amortization of the lien balance.
5. The homeowner and occupants must provide to the community owner all documentation necessary to determine eligibility for lot rental assistance, such as bank records, tax returns, etc..
6. The homeowner, occupants and the manufactured home must be in substantial compliance with all manufactured home community rules, regulations and standards.

Locating Housing & Other Assistance
For individuals looking for a rental home, a good resource is the Delaware Housing Search website. Individuals can search by location, room number, cost, and other factors, and locate sites with waiting lists for affordable housing. Also, individuals can call 1-877-428-8844 for assistance with this process.
In addition, individuals can contact their nearest State Service Center (SSC) for assistance. SSCs maybe be able to provide individuals and families with hotel/motel vouchers, as well as additional resources like EBT cards and Medicaid. To locate and contact your nearest SSC, click here.

NATIONAL MANUFACTURED HOME OWNERS ASSOCIATION
Attention Home Owners of Manufactured Homes in Land Lease Communities:
DMHOA had its beginnings as a county association 26 years ago, and has experienced tremendous growth in the last few years. This growth came about because of the greater awareness of manufactured homeowners as well as the issues and problems related to manufactured homes on leased land. In 2003 DMHOA was the moving force behind a complete revision of state law that gave homeowners the first real protection for their investment (home) in the history of Delaware.
It was chartered as a statewide grass-roots advocacy group in March 2002 as a natural outgrowth of the Sussex County Manufactured Home Tenants Association, which had represented owners of Manufactured Homes in the States' fastest-growing county since 1983.
We want YOU to know, in whatever community you happen to live in, that you have rights under the law.
We want to have a meeting with as many interested people in your community; to inform you of your rights.
Delaware Manufactured Home Owners Association is the only statewide advocacy organization in the Diamond State representing the interests of owners of manufactured homes on leased land, throughout New Castle, Kent and Sussex counties.
